Ms. Stroud is the General Counsel for the District of Columbia Board of Elections. Her team represents the Board in local and federal courts, drafts administrative rules concerning election administration and voter registration drafts legal decisions in administrative proceedings and advises the Board on the implications of relevant court decisions and legislation.

Ms. Stroud received her BA from the University of North Carolina at Chapel Hill and her JD from the Georgetown University Law Center. She is also a graduate of Phillips Academy at Andover.
